一、办证对象及条件

Library Card Application

年满十四周岁的中国公民及外籍人士，凭本人有效证件（第二代身份证、军人证或护照等）原件均可免费办理邯郸市图书馆读者证。8—13周岁的少年儿童，凭户口簿在监护人的陪同下均可免费办理邯郸市图书馆少儿读者证。

Holders of valid ID card, who are over 14 years old, can apply forHandanlibrary cards with a deposit. Teenagers of 8－13 years old, who apply for library cards should under the guardianship of their parents.

二、读者证类型及功能

Types of Library Card

1、普通读者证  押金100元，可借阅文学图书阅览室、社会科学综合阅览室、自然科学综合阅览室图书1-2册。

Adult Card: With a deposit of 100 RMB. It is used for borrowing books from Literature Reading Room, Social Science Reading Room and Natural Science Reading Room. It’s valid to borrow 2 books.

2、少儿读者证  押金50元，可借阅少儿阅览室图书1册。

Children Card: With a deposit of 50 RMB. It’s used for borrowing books from Children’s Reading Room. It’s valid to borrow 1 book.

3、成年残疾人读者证  押金100元，可外借文学图书阅览室、社会科学综合阅览室、自然科学综合阅览室图书1-3册。（办理时需出示本人残疾证）

The Disabled Adult Card: Holders of valid ID card and disabled certificate, who are over 14 years old, placing a deposit of 100 RMB at the library card center, can register a library card. It’s used for borrowing books from Literature Reading Room, Social Science Reading Room and Natural Science Reading Room. It’s valid to borrow 1-3 books.

4、首次办证的初始密码为出生年月日（8位），读者忘记或修改密码可凭身份证向工作人员索取或更改。

The original code of the library card is your birthday, which contains 8 digits, such as, you birthday was May 8 th, 2012, therefore the code of your library card is 20120508.

三、挂失、补证

读者不慎遗失读者证，请立即拨打服务电话：0310—3129602或来馆办证处办理挂失手续。在办理挂失手续前，读者证被他人冒用而造成的所有损失由遗失者本人承担。若又找到原证，凭本人有效证件原件到办证处解除挂失。未找到原读者证，读者证挂失7日后，可凭本人有效证件原件补办新证，并交纳工本费10元，补办新证须还清所借文献、交清所欠款项，同时旧证作废。

Reporting lost and Replacing library cards

Library card holders may report lost cards at the Library Card Center or dial 0310—3129602 for further assistance. Library card holder lost the card by lending it to others, then the card holder should take responsibility himself. After reporting lost, if the card is found, the card holder should come to theLibraryCardCenterto terminate reporting lost. If the lost card isn’t found in seven days, the card holder can obtain a replacement card with a valid ID card. The charge for card replacement is 10 RMB. Before replacing new card, the card holder should return all the materials borrowed from library and pay off the fines, meanwhile the lost card is invalid.

四、验证、退证

读者证长期有效，每三年需验证一次，核对注册信息后可继续使用；读者退证时，须还清所借文献、交清所欠款项，本人凭读者证及有效证件原件退回押金，委托他人办理时，代办人需出示本人身份证原件和读者证持有人的身份证原件。

Verification and Return of the library cards

The library card is valid as long as you hold it, but it needs to be verified every 3 years. As soon as the card expires, you need to go to theLibraryCardCenterto renew it. The card holder should return all the materials borrowed from library and pay off the fines or claims for missing books. The card holder entrust someone else to return the library card, the entrustee should take his valid ID card.

五、注意事项

Application Notices

1、每位读者只能申办一个读者证，限本人使用，办证前需如实填写《邯郸市图书馆读者证申请表》。首次办证免工本费，退证后再次办证需交纳10元工本费。

Each card holder can only register one library card, and the library card may only be used by the card holder himself. Registering a library card, you should fill the Handan Library Card Application Form. It is cost- free for the first time to register aHandanlibrary card.

2、请读者妥善保管读者证，如损坏致无法使用，补证需交纳10元工本费。

Please keep the library card well, if it is damaged, you need to pay 10 RMB for the replacement card.

3、外借图书借期30天，续期30天，超期需缴纳文献延期使用费，每册每天0.1元，每册最高限额20元。

The borrowed books need to be returned in 30 days, the books can be renwed for another 30 days. Over due fines on the book returned late is 0.1 RMB each day. The maximum fine is 20 RMB.

4、持证者必须遵守邯郸市图书馆的借阅规则。本馆具有最终解释权。
